Bucks County officials have expanded a federal lawsuit against major social media and technology companies, adding Roblox, Discord, Meta and X to an existing case that alleges online platforms are harming children through unsafe design, inadequate safeguards and practices that keep young users engaged, Philadelphia ABC affiliate Channel 6 reported. The amended lawsuit was announced by Bucks County District Attorney Joe Khan, who said the county’s concerns about child safety, youth mental health and online exploitation have only grown since the original case was filed in 2023. “If you put our children in harm’s way, we’re coming for you,” Khan said. The expanded lawsuit now names Roblox Corporation, Discord Inc., X Corp. and Meta subsidiary Meta Platforms Technologies, LLC. The county’s original lawsuit targeted companies including TikTok, YouTube, Facebook, Instagram, Snapchat and other social media platforms. According to Bucks County officials, the amended complaint alleges that the newly added companies use defective reporting systems, inadequate parental controls, weak age-verification tools and platform designs that expose minors to grooming, exploitation and other harms. “These companies, at a minimum, should stop using unfair, deceptive, and misleading business practices to get and keep our kids hooked on their platforms,” Khan said. Bucks County Criminal Case Cited in Roblox Allegations The lawsuit expansion comes shortly after 32-year-old Alec Magill, of Upper Southampton Township, was sentenced in a child exploitation case involving Roblox. Prosecutors said Magill posed as a teenager on Roblox and exploited a 13-year-old girl in Tennessee and a 16-year-old girl in North Carolina. A forensic review of Magill’s device allegedly uncovered nearly 3,000 deleted messages with one of the victims on the platform. Khan said the case illustrates the kind of safety failures the county is targeting in its lawsuit. “Magill was able to exploit Roblox’s completely lax parental notifications, their failure to implement adequate age verification features, and the addictive nature of the gameplay experience itself,” Khan said. The Bucks County lawsuit alleges that adult predators can use Roblox to contact minors, exchange virtual currency for explicit material and lure children into unsafe online spaces. The complaint also alleges that Roblox rejected employee recommendations to require parental approval for minors and failed to implement stronger safeguards. Roblox has denied wrongdoing in other lawsuits and has said it is committed to user safety. The company has pointed to moderation tools, age-based protections, parental controls and other safety initiatives. However, lawsuits filed by families and government officials continue to allege that those measures have not been enough to protect children from grooming, exploitation and abuse. Bucks County Says It Is First DA’s Office to Sue X Bucks County officials also said the amended complaint makes the county the first district attorney’s office in the United States to sue X Corp., formerly known as Twitter. The lawsuit alleges that X lacks adequate child safety precautions and has ineffective reporting systems for abusive content. The county also cited concerns involving Grok, the artificial intelligence chatbot built into X, alleging that the tool can be used to generate nonconsensual sexualized images, including images involving children. According to the district attorney’s office, one person in Bucks County has been charged with using Grok to create AI-generated child pornography, and other cases remain under investigation. “These social media companies can and should do more to ensure their products are not used as a back door for predators,” Khan said. Roblox Lawsuits Are Growing Nationwide Bucks County’s lawsuit is part of a broader wave of litigation and government action involving Roblox and child safety. A separate federal multidistrict litigation, known as In re: Roblox Corporation Child Sexual Exploitation and Assault Litigation, MDL No. 3166, was created in December 2025. That MDL is centralized in the Northern District of California before U.S. District Judge Richard Seeborg. An MDL is not the same as a class action. Instead, it allows many individual lawsuits with similar allegations to be coordinated before one federal judge for pretrial proceedings. The Roblox MDL involves lawsuits alleging that children were groomed, sexually exploited or assaulted after predators contacted them through Roblox, with some cases also involving Discord, Snapchat, Instagram or other communication platforms. At the time the MDL was created, the Judicial Panel on Multidistrict Litigation said the litigation included 31 actions in 12 federal districts, with 48 related actions also identified as potential tag-along cases. The panel said the cases shared common questions about Roblox’s knowledge of child exploitation risks, whether the platform was represented as safe for children, whether stronger safety features could have been implemented and whether users received adequate warnings. In addition to private lawsuits filed by families, several government entities have taken action against Roblox. Attorneys general in Louisiana, Kentucky and Texas had already filed actions against Roblox by the time the federal MDL was created. Since then, Oklahoma Attorney General Gentner Drummond has sued Roblox, alleging the company endangered children and deceived parents about the platform’s safety. Indiana Attorney General Todd Rokita also sued Roblox and Discord, alleging the companies failed to protect children from online predators. Other government action has included investigations and settlements. Nevada reached a $10 million settlement with Roblox over child safety claims, and Reuters reported that Roblox also agreed to pay more than $23 million to Alabama and West Virginia as part of separate child-safety settlements. Those settlements included commitments to change how children use chat and gaming features. Los Angeles County has also sued Roblox, alleging the platform facilitates grooming and exploitation of children. Nebraska Attorney General Mike Hilgers has filed a lawsuit accusing Roblox of misleading families about child safety measures, and Florida officials have issued criminal subpoenas to Roblox as part of a child safety investigation. What the Lawsuits Generally Allege Although the cases differ, many Roblox lawsuits raise similar allegations. Plaintiffs and government officials claim Roblox: Allowed adults to contact minors through child-oriented games and social features. Failed to use adequate age verification, parental controls and reporting systems. Marketed the platform as safe for children despite known risks. Allowed predators to groom children and then move conversations to other platforms such as Discord, Snapchat, Instagram or text messaging. Failed to provide adequate warnings to parents and users. Allowed harmful or sexually explicit user-created content to appear in spaces accessible to minors. These allegations remain contested. Roblox has repeatedly stated that safety is a priority and that it invests in moderation, reporting tools, parental controls and other protections. The company has also said it cooperates with law enforcement and child safety organizations. Still, the lawsuits show how online child safety cases are moving beyond individual criminal prosecutions. Families, counties and state attorneys general are increasingly asking whether the design of online platforms can create foreseeable risks for children. County Officials Urge Broader Action Bucks County officials said they hope other counties and government entities will consider similar legal action against technology companies whose platforms are used by children. “We should have known the risks, but we didn’t, so now we will look forward to preventing such failures,” said Diane M. Ellis-Marseglia, chair of the Bucks County Board of Commissioners. For families, the expanding litigation may raise difficult questions about what happened online, which platforms were involved and whether stronger safety measures could have prevented harm. Many Roblox-related lawsuits involve allegations that abuse began with contact on the gaming platform and then moved to private messaging, social media, video chat or in-person contact. The Bucks County lawsuit adds another layer to the growing legal pressure on Roblox and other tech platforms. While criminal cases focus on individual predators, the civil lawsuits and government actions are asking a broader question: whether the companies that build and profit from child-facing platforms should be held accountable when their safety systems allegedly fail.
