A federal lawsuit accuses the Clark County (NV) School District of failing to protect a 13-year-old student from a junior high school math teacher who was later arrested on child sexual abuse-related charges, the Las Vegas Review-Journal reported. The lawsuit was filed in U.S. District Court in Nevada by the girl and her mother. It names the school district, Superintendent Jhone Ebert, Lawrence Junior High School Principal Allen Yee and former teacher Brian Conway as defendants. According to the complaint, Conway allegedly developed an inappropriate relationship with the student between August 2025 and January 2026 while she attended Lawrence Junior High School in Las Vegas. The lawsuit focuses not only on Conway’s alleged conduct, but also on whether school officials recognized warning signs and failed to intervene. Lawsuit Says School Official Warned Teacher About Student Contact The complaint alleges that Conway frequently spent lunch periods and time after school alone with the student under the pretense of tutoring. According to the lawsuit, at least one school administrator became concerned about the amount of time Conway was spending with the girl. The complaint alleges that Conway told the student a vice principal had warned him to stop spending so much time alone with her because he could get in trouble. The family argues that the warning showed school officials were already aware of potentially inappropriate boundaries but failed to notify the student’s parents or take sufficient action. The lawsuit also alleges that district employees failed to properly review or act on school surveillance footage that could have documented additional interactions between Conway and the student. Teacher Was Arrested After Family Moved The alleged relationship came to light after the girl’s family moved out of Nevada and her mother discovered concerning communications and images on her daughter’s phone, according to the complaint. The mother contacted police, and Conway was arrested in February. He was subsequently indicted on criminal charges that include allegations involving child sexual abuse material, technology used to lure a child and lewdness with a child under age 14. Conway remained in the Clark County Detention Center when the lawsuit was reported. The criminal charges remain allegations and have not been proven in court. The district said Conway was fired in February and declined to comment on the pending litigation. Complaint Alleges Broader Pattern Within CCSD The lawsuit goes beyond the allegations involving one teacher. It claims Clark County School District had prior knowledge of a broader pattern of sexual misconduct involving district employees but failed to take adequate corrective action. The complaint cites 2023 testimony from a Clark County School District Police officer who told Nevada lawmakers that approximately 13 to 15 district employees are arrested each year on suspicion of child sexual exploitation. It also points to other recent arrests, criminal cases and civil settlements involving allegations of sexual misconduct by district employees. The plaintiffs argue that those prior incidents should have prompted stronger policies, training and oversight. Family Wants Policy Changes, Attorney Says An attorney representing the girl and her mother told the Las Vegas Review-Journal that the family hopes the lawsuit results in changes within the school district. Among the changes he identified were notifying parents when concerning conduct is reported, better training for employees, reviewing surveillance footage and investigating warning signs more aggressively. The lawsuit alleges negligence against the district and accuses school officials of showing deliberate indifference to a known risk of employee misconduct. The girl and her mother are seeking more than $75,000 in damages, along with additional punitive damages against certain defendants and legal fees. Case Focuses on What the District Allegedly Knew The central institutional question in the case is whether school officials had enough information to recognize a serious risk and intervene before the alleged abuse escalated.
